UP Chief Minister Akhilesh Yadav Announced 1650 Crore Rupees Agri Loan waiver


Uttar Pradesh Chief Minister Akhilesh Yadav on 22 November 2012 announced anagricultural loan waiver worth 1650 crore Rupees which is supposed to benefit about half a million small and marginal farmers.

The agricultural loan waiver is applied to farmers who had taken up to 50000 rupees of loan from the UP Sahkari Gram Vikas Bank (UPSGVB) against farm land as security.
The provision is that the borrower should have repaid at least a tenth of the principal amount by March 31, to be eligible. The waiver would include both the principal due and interest on it.

In its proposal for legislative assembly poll, the Samajwadi Party led by Chief Minister Akhilesh Yadav promised earlier in 2012 that they are going to stop the practice of Auctioning farmer’s land to recover loan dues.

The dark point of the loan waiver scheme is that it does not cover agricultural loans by other cooperative banks and other financial institutions but the positive thing is that number of beneficiaries to the scheme is around 720000 farmers and it is also going to reduce the non-performing assets of UPSGVB and strengthen its financial position.

The government of Uttar Pradesh had already made budgetary provision of 500 crore rupees for the scheme and more allocation would be made in the coming budget.

In Uttar Pradesh, 28th National Junior Athletic Championship concluded in Lucknow
on 1st November. The five day event which began on 27th October in Guru Govind
Singh Sports College, Lucknow. Around 2200 athletes from 26 states participated in
125 events of this edition of the national junior athletic championship. Kerala
emerged victorious with overall team championship title. It also bagged the best
overall female team championship award, whereas Haryana won the title of overall
male team championship award. The event witnessed the breaking of 14 national
records and 35 meet records. Rajendra Kumar Bind of Uttar Pradesh won the title of
best athlete.







NCRB released Figures of Total Convicts Lodged in Indian Jails




The National Crime Records Bureau in the month of November 2012 released figures of the convicts lodged in different jails of India by the end of year 2011. The data released states that in the year 2011, a total of 477 death convicts were lodged in different jails of the nation which included 465 men and 12 women. The released data also threw a light on the fact that in 2011 no executions were carried on in the country. 

The released figures indicated Uttar Pradesh at the top position in the list with a total of 174 such prisoners followed by Karnataka at second position with 61 prisoners and Maharashtra with 50 such prisoners was at third position. 

Mizoram, Arunachal Pradesh, Manipur, Himachal Pradesh, Sikkim and Uttarakhand were the six states where there existed no condemned prisoners in 2011. Out of the Union Territories of India Delhi had 26 condemned prisoners and rest of these territories also have no data of condemned prisoners. 

Prisoners with Life Term

By the end of 2011 on 31 December, a total of 68935 prisoners across Indian jails, were sentenced with life term and out of these the number of men and women respectively were 66199 men and 2736 women. 

Uttar Pradesh stood first on the ranking chart with 14014 convicts of life term which included 13598 men and 416 women. Maharashtra once again stood at second position with 10503 convicts that included 10209 men and 294 women. 1343 prisoners among whom 61 were women was reported in Delhi. 

Lakshadweep reported to have no life sentenced or death convict prisoners topped the list of overcrowding the jails to a figure crossing 500 percent of its total capacity. The four sub-jails of Lakshadweep had a total capacity of lodging 16 prisoners, whereas a total of 80 prisoners were lodged in the four jails. 

In total there are 1382 jails in the country with a total capacity to lodge and accommodate 333782 prisoners but on 31 December 2011, 372296 prisoners were in various jails of India. This number stood at 112.1 percent of the total occupancy rate and included 356902 men and 16,024 women. 

Population Inmate Prisoners 

A total of 2020 convicts reported on the last day of 2011 as inmate convicts, 162 were women with 3601 as under-trial victims and 371 women of foreign origin. In the list of Inmate prisoners too, Uttar Pradesh topped the list and had the highest number of inmate population of 82383 inmates in all the 64 jails of the state. This population of inmate convicts in Uttar Pradesh included 79244 men and 3139 women. Madhya Pradesh in this list of inmate convicts stood up to the second position with a total population of 32916 inmates in all the 123 jails of the state. Bihar was ranked third in the released report of inmate convict population in the jails of the state with a total of 28032 population followed by Maharashtra a house of highest number of jails (215) in the nation, it had 24082 inmate prisoners in the state on the last day of 2011. 

A total of 1332 inmates died in the year 2011 of which 43 were women, out of all these deaths, 1244 were natural deaths. Tamil Nadu topped the list of unnatural deaths with 15 unnatural deaths which were a cause of suicide (13), killed by the inmate (1) other causes (1), as reported in the state, in 2011.

Children lodged in Indian Jails
In various jails of the nation a total number of 1729 children, were lodged with their mothers, out of these mother of 440 children were serving prison terms as convict of some or the other case  and there number was 383. 1280 children mothers were reported to under trials and their number was 1177.  

The National Crime Records Bureau (NCRB) also released a data of 154 prisoners who escaped from various jails of the nation. It also cleared that the occupancy rate in various jails of the nation was determined at the end of the year.





Biometric Attendance for Teachers in the State of UP




Uttar Pradesh Government on 7 November 2012 announced to install solar-run biometric attendance systems in Government-run schools to put a check on teachers.

A control room is going to be set up in the State capital in the city of Lucknow to monitor and keep a record of teachers’ attendance.

Marking the project a solar biometric system was already set up at the Mati Higher Secondary School in Sarojini Nagar in Lucknow.

The installed biometric devices apart from registering attendance will monitor on the Mid-day meal scheme too.

Also, Earlier in this month, in the state of Delhi, The Delhi University's executive council had authorized the vice-chancellor to enforce the biometric attendance system for the teachers.

The university had already put through the biometric attendance system for the non-teaching staff.

















UP Government announced Re-introduction of Sports Quota in Government Jobs



The Uttar Pradesh government on 10 November 2012 announced re- introduction of sports quota in government jobs. Previous BSP government had abolished it in many departments. All possible steps would be taken to promote and honour sportsmen in the state.
Besides, multi-purpose halls will be built in the rural areas to offer a platform to the rural youth to show their sporting talents.

Chief Minister of Uttar Pradesh Inaugurated New Helpline Service for Women





Chief Minister of Uttar Pradesh Akhilesh Yadav on 15 November 2012 at his official residence in Lucknow inaugurated the New Hepline service 1090 for women.

The much-hyped Women's Power phone helpline '1090' is basically a pilot project of Uttar Pradesh Police as it was stewarded by Navneet Sikera, the Lucknow deputy inspector general of police (DIG). The helpline is largely aimed at counseling first-time offenders and if the offences continued, police would initiate legal measures against repeat offenders.

The Chief Minister, Akhilesh Yadav directed police officials to ensure that the motive behind the helpline was met, and that no technical snags affected its functioning.
The helpline would deal with crank calls, obscene calls, SMSes and MMSes in the first phase, while all internet-related harassment, including posting of fake profiles on social networks would be dealt with in the second phase and the third phase would involve cases of harassment in public places.

The other remarkable thing of the Helpline is that it is going to be connected to Google maps so that the police can flag areas from where cases of eve teasing are reported.

Keeping in touch with the latest Technology trend  a  digital cage is also built for the offenders; once helpline officials confirm that the offender was not paying attention to counseling,  police would act to ensure that  the person is not able to get a character certificate, passport or driving licence.

The New helpline Service is going to operate from the administrative block 2 of Bhimrao Ambedkar Samajik Pariwartan Sthal, the sprawling park built by Bahujan Samaj Party (BSP) supremo Mayawati near Jiamau crossing on Lohia Path in Lucknow.

Norms relaxed for PMGSY execution in Uttar Pradesh districts
The norms for enforcing Pradhan Mantri Gram Sadak Yojana (PMGSY) have been loosened up for Naxal infested
districts in UP. The villages having a population of over 250 people will now be connected to main roads in naxal areas
under the scheme while for the rest of the state, the norms will be a population of over 500 people.







‘Smart-Grid’ cities to be developed in Uttar Pradesh
Firozabad, a town near Agra to be developed by the Power Grid Corporation of India Limited (PGCIL) as a model of
the aspirational ‘smart grid-smart city‘ project that would add a new dimension to power distribution. With a view to
raising transmission in the state and to boost investment, PGCIL and the UP Power Transmission Corporation will be
joining hands for a Joint Venture.

Akhilesh Yadav sworn in as CM of UP. Governor B.L. Joshi administered him the oath of office. Akhilesh
Yadav is the youngest and 33rd CM of UP. 19 cabinet and 26 Ministers of state also took oath.




U.P. Government to revise the U.P.’s Excise Policy
U.P. Govt to re-examine the state’s Excise Policy in order to increase its revenue.
Objective of this move: The decision was being taken with a view to increasing the state’s revenue
earnings from the Excise Department.
The current Excise Policy puts the target revenue receipts for 2012-13 at around Rs 8,000 Crore and till
February Rs 7,256.80 crore was achieved, which was 29.3% than previous year’s at Rs 5,610.60 crore.
Albeit the new Excise Policy is yet to be put in, it may be in complete contrast to that of the earlier Govt of Mayawati,
which had allotted wholesale rights of liquor distribution to Gurdeep Singh Chadha alias Ponty Chadha, a businessman
known for his proximity to Mayawati. UP is amongst the largest liquor markets in India with the consumption of Indian
Made Foreign Liquor (IMFL) pegged at 9.17 crore litres annually, 22.92 crore litres of Country Made Liquor and 9.03
Crore litres of beer.





U.P. to set up Urdu medium schools for Muslims
Uttar Pradesh Govt to set up Urdu medium government schools at the primary, middle and higher
secondary levels in the community-dominated areas all over Uttar Pradesh.
Objective of this move: To promote education among Muslims.
The Chief Minister Akhilesh Yadav held that the knowledge of Urdu language would assist people get
jobs and assured the delegates that his govt would make provisions in the budget to provide for technical education in
Madarsas.
With regard to the assurance over furnishing reservations for Muslims in jobs, CM held that the same would be done in
conformity to the Justice Sachar committee report, viewing Muslims to be most backward with regards to socioeconomic
and educational status.







UP to test national eBiz project
The ebiz project of the Central government aims at catering to prospective investors and Uttar Pradesh is ready to play
a pilot state in this eBiz Mission of the central government. UP govt will constitute a ‘Programme Management
Committee’ headed by Infrastructure and Industrial Development Commissioner for timely execution of the project.

UP budget: 500cr waiver farm loans
Uttar Pradesh Chief Minister Akhilesh Yadav presented state Budget for 2012-13.

Govt of UP unveiled State Service Delivery Gateway in Lucknow.
In 1st phase, 26 services of eight departments were included in this scheme.
People can now obtain certificates etc. from Panchayati Raj, Revenue, Labour, Urban development, social welfare and
food and civil supplies departments.
