Recently, an expert panel set up in 2011 to study the regulatory regime in the
backdrop of low forest and tree cover in the country has submitted its report. The

In a first of its kind study on felling and transit regulations for tree species grown on
non-forest and private land, an expert panel has called for mapping of such
plantations. It also suggested a uniform mechanism to regulate transit of forest
produce, such as timber, within a State, and also in various States forming a region,
such as the North East. The panel, headed by A.K. Bansal, Additional Director-
General of Forests, was set up in 2011 to study the regulatory regime in the
backdrop of low forest and tree cover in the country. According to the report, forest
and tree cover has stabilised at around 23 per cent of geographical area, whereas
the National Forest Policy1988 lays down the national goal of 33 per cent for
ensuring environmental balance. The panel felt that as the area under natural forest
was difficult to increase, the extension of forestry in non-forest areas, such as agroforestry
and farm forestry, had vast scope to meet the need for timber and other
wood products, thereby reducing the pressure on natural forests.
BK Chaturvedi Committee recommends national aeronautics commission
• The B.K. Chaturvedi Committee formed to suggest measures for restructuring of Hindustan Aeronautics
Limited (HAL), has recommended for a national aeronautics commission on the lines of the Space
Commission.
• Formation of a national aeronautics commission, comprising both the civil and military sectors, will act as
an integrated strategy to develop aviation in the country.
Government to go ahead with JEE
• The Union government has said it would go ahead with the proposed Join entrance examination (JEE) for
admission to undergraduate engineering courses in the centrally funded technical institutions from 2013.
• It is based on the recommendations of the Ramasami Committee, which suggested a common national
examination with weightage to the State Board results normalised on the basis of percentile formula for
admission to engineering institutions.
• The proposed system:
- The JEE would be conducted in two parts: JEE-Main and JEE-advanced.
- The top 1,50,000 candidates in JEE Main will be qualified to appear in JEE advanced.
- Admissions to the IITs will be based on category-wise All India Rank in JEE Advanced, subject to the
condition that the candidates are in the top 20th percentile of their Boards.
Anil Kalkaska Committee on reforms in IITS:-it will suggest reforms to make these elite institutions a global brand.

submitted its 39-page report, which has come in for predictable criticism. The Thorat committee advocated that 21
cartoons be blue-pencilled and some other changes be made to the textbooks for following year.
The Thorat Committee report will now be analyzed by NCERT’s textbook-monitoring committee.
Reports of the Thorat committee’s recommendations also bring out that, evidently, some of the selections that went
into the drafting of the textbooks were dubious, particularly, it is clear that there was a hyper-trust on editorial

As per the suggestions made by Financial Sector Legislative
Reforms Commission (FSLRC), headed by former Justice B. N.
Srikrishna, key regulators such as the Securities and Exchange
Board of India (SEBI), the Insurance Regulatory and Development
Authority (IRDA), the Pension Fund Regulatory and Development
Authority (PFRDA) and the Forward Markets Commission (FMC)
should be merged into a Unified Financial Agency (UFA).
Why the commission was set up?
FSLRC was set up in March 2011, to recast the financial sector legislations in tune
with the contemporary requirements of the sector.
Key recommendations of Financial Sector Legislative Reforms Commission:
Establish a Financial Redressal Agency (FRA) to look into consumer
complaints against companies across the financial sector.
Set up independent Debt Management Office (DMO) and a Financial Sector
Appellate Tribunal (FSAT) to hear appeals against regulators.
Establish five new regulating agencies namely UFA, FSAT, FRA, DMO and
Resolution Corporation.
Need for separating the adjudication function from the mainstream activities of
a regulator in order to achieve a greater separation of powers.
What is the present scenario?
Under the current structure, the financial sector is regulated by eight agencies: the
RBI, SEBI, the IRDA, the PFRDA, the FMC, SAT, deposit insurance agency
DICGC and the Financial Sector Development Council (FSDC). As per the
recommendations of the panel, there would be 5 new agencies besides the RBI and
the FSDC. The new ones would be UFA, FSAT, FRA, DMO and Resolution
