Baby Afreen, victim of child abuse passes away in Karnataka
3-month-old baby girl Afreen who was allegedly beaten-up by her own father for being born a girl died
from cardiac arrest in Bangalore. Baby Afreen was admitted to the Pediatric ICU with cigarette burns on
her head, a dislocated neck and deep bite marks on her thighs and buttocks. Her father Omar Farooq
tried to kill his daughter as he did not want a daughter.

A Bill has been passed by the Karnataka State Legislature to provide guarantee of
services to citizens in the State of Karnataka within the stipulated time limit and for
matters connected therewith and incidental thereto. This Act is called Sakala
scheme (the Karnataka Guarantee of Services to Citizens Act, 2011).By November
1 the state government’s Sakala scheme would cover the entire state. Bruhat
Bangalore Mahanagara Palike (BBMP), Bangalore Water Supply and Sewerage
Board and Bangalore Development Authority (BDA) services along with 115 others
are being brought under the scheme.

Members of Codava National Council staged a dharna at Jantar Mantar on 1st
November, to press their demand for an ‘autonomous Codava land'. They urged the
government to concede their long pending demand that the ‘Codavaland Autonomus
Region’ be given status under 6th Schedule of the Indian Constitution. They also
demanded that Codavas be accorded the status of ethno-linguistic tribal minority
status under Articles 340 and 342 of the Constitution. They demanded that steps
should be initiated to set up Codava Land Autonomous Region on par with the
Bodoland Territorial Council in Assam and Darjeeling Gorkhaland Territorial
Administration.














CAG pulls Karnataka Govt over the e-Ration card project
The Comptroller of Auditor General (CAG) has pulled up the Karnataka
government for confiding to a private company the all-inclusive computerisation
project to digitize the data collected via a house-to-house survey and issue
computerised ration cards to the eligible families.
What is the problem?
 The private company after receiving a payment of Rs 54.23 Crore has closed its operation without transferring
any of the assets except the database of ration cards.
The Department of Food, Civil Supplies and Consumer Affairs selected a partner in March 2006 under the Build,
Operate and Transfer (BOT) model of public-private-partnership (PPP) through a bidding process to implement the
project over a period of five and a half years.
The CAG has observed that:-
 Decision on PPP was not taken after due diligence.
 Selection of the private partner and the qualifying procedures were flawed
 The oversight over implementation of computerization was so defective that the partner persistently bypassed
the contracted procedures and carried on with the work in a totally uncontrolled environment.
This all resulted in selection of the partner who did not have the capacity to deliver and also in an unnatural rise in the
number of ration cards including those for the families BPL (Below Poverty Line).
