e-filing returns necessary if income above Rs 10 lakh
The government has made it compulsory for individuals with income of over Rs 10,00,000 to file
their tax returns for 2011-12 electronically. The e-filing has been made compulsory for any
person who is an individual or a Hindu Undivided Family, if his or its total income, or the total income in respect of
which he is or it is assessable under the Act during the preceding year, exceeds Rs 10 lakh for assessment year 2012-13
onwards. The e-filing was optional till the previous financial year. The recently-introduced tax returns forms also ask
individuals to furnish details of donations made for claiming tax deductions.

Arunachal Pradesh The programme was sponsored by NABARD. Under the
programme canals of 2-3 feet wide and 1.5-2 feet in depth were dug on two sides of
a rice field and connected to a small pond measuring 0.01-0.03 hectare. Fish fries
were released in the pond before sowing of rice. When the water level went up, the
fish migrates to the rice field automatically and the culture area of fish increased up
to 80 to 100 times.

Government integrates LLP with MCA
The government merged e-Governance project for Limited Liability Partnership
(LLP) under the portal of Ministry of Corporate Affairs (MCA)
The merger will provide for all state of the art services like credit card payment,
online banking from six banks, payment though NEFT from any bank and host of
other services.
Any user willing to avail any LLP related service for which payment of fees is required need to register on MCA21
system.
The portal provides superlative online experience with, almost all the services available on the click.
The portal is 1st to achieve 100 % e-filing and provides e-stamps services for company registration for all the
states and Union Territories of the country

Track Child: The Union Women and Child Development Ministry launched the portal to serve as a central database of all those children who have gone missing in different parts of the country.
The Union Women and Child Development Ministry on 18 September 2012 decided to launch a web portal named Track Child, which will serve as a central database of all those children who have gone missing in different parts of the country. The portal will act as a coordination mechanism between child homes, police departments and state governments.
As soon as a child is enlisted in a home, or whenever a missing FIR is registered in a police station, the details will be put on the portal. The ministry will coordinate with police heads, social welfare departments of various states and other agencies to create this mechanism. The ministry is also considering a proposal to create a National Institute of Women Affairs, which will serve as a think tank for women-related matters.
“MCA21 e-Gov plan”- Govt planning an overhaul
Indian Govt is contriving to overhaul its “e-Governance program MCA21”
Objective of Overhauling of MCA21: To check corporate frauds.
Work has been started by the MCA on the fresh version of the program. Key IT companies such as Infosys, TCS
and Wipro are anticipated to contend for the mega project. The push is on revamping the MCA21 in order to
make the system further argus-eyed so that suspected activities of corporates can be traversed as soon as
possible.
The focus will be to make the whole system transparent and make it a tool that acts as an early warning system
against fraud.
What is MCA21?
A key flagship e-Governance initiative by the Ministry of Company Affairs India under the National e-Governance
Plan (NeGP).
Objective:
To fulfil the ambitions of its stakeholders in the 21 st century via implementation of a service centric approach.
The decisive point of this unparalleled go-ahead is the enhanced speed and certainty in the delivery of the
services by Ministry of Corporate Affairs (MCA).
The improvement is chiefly enabled via the mechanism of secure electronic-Filing (e-Filing) for all the services
provided by the Registrar Of Companies (ROC) including incorporation of a company, yearly filing, registration of
charges and other event based filings.
A niftier push on computerization in regular corporate filings will let the government to keep a check on illegal or
slack activities by companies.
Where was the programme rolling out?
In 2006, the programme was launched at Coimbatore on February 18, 2006.
Significance of MCA21 for Banks and Financial Institutions:

MCA21, services the interests of the Banks and Financial Institutions via the process of “Registration of Charges”. This
specific process of “Registration of Charges” amounts to a sizable transaction volume each year of MCA. The Charge
Registration information is an invaluable input for credit evaluation. There are hardships experienced in this regard in
obtaining accurate information in a timely manner. Switching over to e-Governance mode will mitigate these
difficulties. However, this change is expected to be only gradual.
The MCA21 system is designed to encompass a database which would be of brobdingnagian value to organisations in
their business operations. The database in particular will relate to the creation/ subsistence of charges created against
advances sanctioned and released by banks/Financial Institutions to the corporate world.
At present MCA21 payments are allowed via Credit Card, Internet Banking & Physical Challan. The Ministry of
Corporate Affairs has authorized 5 banks (Indian Bank, HDFC, ICICI, PNB and SBI) for collection of MCA21 fees, i.e. only
the account holders of these banks can avail Internet banking facility. Further, payment via challan can only be made in
the authorized branches of these above 5 banks. Although this was a key advancement equated to the earlier manual
system, it induced delays in incorporation of companies and processing of other e-Forms. In order to wipe out
discommodes induced due to payment processing delays, Ministry of Corporate Affairs is introducing payment of MCA
fees via NEFT (National Electronic Fund Transfer) mode, in addition to already existent payment methods.
Orissa: First Indian state to begin e-payment facility for
government employees
Orissa is the first Indian state to commence e-payment facility for government employees from August 1, 2012.
Govt employees will get their salaries and pensions through the online Portal of the RBI.
Salaries and pensions will be directly transferred to their bank account.
The initiative of e-payment facilities taken by Reserve Bank of India.
K-SWAN to link public offices in Kerala
K-SWAN: Kerala State Wide Area Network. With an aim to provide much efficient e-Governance, the Govt of Kerala
has decided to start Department-WAN which will link department offices with the Kerala State Wide Area
Network. Subsequent to its implementation Departments will not only have more efficient/transparent delivery
mechanisms, but will also have updated information at all levels for monitoring, and more importantly for planning.
The network will include major offices, such as public works, civil supplies, excise and land revenue departments,
panchayat department, department of urban affairs, commercial taxes department, and directorate of industries and
commerce.
Tata Consultancy Services (TCS) has been hired to establish the Department WAN and connect the existing local
area networks in these major office complexes.
Web-based System to advise farmers on fertilizers
A web-based system has been developed by the Indian Institute of Soil Science that will suggest farmers the right
quantity of fertilizers they should use in their soils for a particular type of crop.
How does the system work?
The software considers the soil type in different districts of the country and available nutrient in the soil. It also takes
into account the crop and cropping season in estimating the nutrient requirement. Finally, the system converts the
nutrient data into the quantities of main fertilizers-urea, MOP and SSP that are required to be used by the farmer.
Railway e-Tickets via SMS : "m-Ticket"
Railway passengers can now obtain their e-tickets on their cell phones instead of normal print-outs.
This has been dubbed as M-Ticket.
Passenger can book his train ticket through mobile phones. Passenger need not carry print out of
his or her ticket and just have to show the SMS.

National School Sanitation Initiative Launched
As per the HRD Minister Kapil Sibal it would be made compulsory for the schools to focus on the
practical aspects of sanitation, under the National School Sanitation Initiative
Mr Sibal launched the website of the National School Sanitation and also launched an online
National School Sanitation Ratings that would be mandatory
