Japan honors DMRC with 2012 JICA President Award

Supreme Court of India Expressed its Concern over the Growing Smog Cover on New Delhi





The Supreme Court of India on 6 October 2012 expressed its concerns on the growing smog cover over the National Capital, which is caused due to the pollution created due to the increase in the number of vehicles in the Capital. The Apex Court made a decision to take a call on examining the problems and then further suggest and identify the remedial measures.

The Supreme Court Bench of three judges that was headed by the Chief Justice of India Altamas Kabir and included Justices S.S. Nijjar and J. Chelameswar, while hearing the petition related to the disposal of toxic waste in Bhopal agreed to look into the matter of excessive smog in a due course of time.

Reasons identified for the growing level of smog in the environment of Delhi included vehicular pollution i.e. the bad fumes created by the vehicles on road. The public carriers in the state by now are fitted with the CNG kits but the growth in the number of diesel operated vehicles like SUV’s and sedans in the city is the main cause of growing on-road pollution. The growing pollution may cause different kind of health hazards due to the presence of highly toxic gases in the environment.

Smog and its harmful effects 

Smog in itself is the mixture of smoke and fog, which is the combination of pollutants created from industries and vehicles. At present, it is generally visible over the big cities in form of yellow cloud covering the horizon during sunrise and sun-set. One can see the smog cover in the sky even during the hot summer days when the wind density is low and weak. Because of its toxicity, the smog umbrella in the sky is also harmful for human health because of the toxicity level present in its atmosphere. The smog also forms ground level ozone that can be termed as bad-ozone, but is harmful for old age people, children, and people suffering from asthma, bronchitis, emphysema and other diseases related to heart and lungs.

Photochemical Smog


Photochemical Smog is basically formed by the chemical reaction of nitrogen oxides and volatile organic compounds in presence of sunlight and the term was first time used and described during 1950s. The mixture of air pollutants may include aldehydes, peroxyacyl nitrates, nitrogen oxides, like nitrogen dioxide, troposphere ozone and other volatile organic compounds.

Chief Minister Sheila Dikshit on Sunday announced that her government will launch the “Delhi Annshri Yojana” on October 2 on the occasion of Gandhi Jayanti. The programme would benefit more than two lakh families.

Under the programme, Rs.600 in cash would be transferred to the eldest female members of more than two lakh families which are not presently covered under the Below Poverty Line (BPL) and Antyodaya programmes. “With the launch of Annshri, more than 6 lakh families would come under the ambit of the food subsidy in the Capital and it would go a long way in making Delhi a hunger-free State,

The Delhi Cabinet on 9 October 2012 agreed for an agreement with INTACH for conservation and refurbishment work of 16 monuments in New Delhi.

Infact, A Memorandum of Understanding (MoU) was signed with the INTACH in October 2008 for survey, documentation, protection, conservation and refurbishment of Ancient Monuments of Local Importance and the work was to be done in two phases.

In the first phase, INTACH has completed the field surveys, photo documentation, brief descriptions, and site plans of 95 documents showing all topographic features. Based on this the department is processing the notification for protection of various monuments.
And, During the second phase of the INTACH Memorandum of Understanding (MoU) , 17 monuments were selected for carrying out chemical cleaning and preservation, scientific conservation, land scrapping the surrounding, developing cultural notice board and signage and illuminating the monuments. These works have been executed by INTACH.

With the impressive outcome of the earlier MoU and extensive resources and expertise of INTACH, the Government has now decided to further utilise its services for survey, protection and conservation of 16 other monuments.

The Indian National Trust for Art and Cultural Heritage (INTACH) is an autonomous non-governmental Indian NGO which was founded in 1984 by Rajiv Gandhi that seeks to preserve Indian Art and Cultural heritage. In 2007, the United Nations awarded INTACH a special consultative status with United Nations Economic and Social Council

Its headquarters are in New Delhi and today it has chapters in 117 Indian cities, as well as chapters in Belgium, the UK and the United States. INTACH is the only non-governmental Indian non-profit society working for the awareness and conservation of Indian culture and heritage.



The Delhi state Government on 17 September 2012 announced to provide three subsidised cooking gas cylinders to the Antodaya Anna Yojana, Below Poverty Line and Jhuggi Ration Card holders in the national capital. These will be in addition to the six subsidised cylinder limit announced by the Union government of India.
The move will benefit over 3.56 lakh such card holders of the city.











The division bench of Delhi High Court that comprised Justices Rajiv Sahai Endlaw and A. K. Sikri rejected the petitions of auto-rickshaw owners and green signalled the installation of GPS systems in auto-rickshaws in Delhi on 17 September 2012. He also ordered the installation of printers in the auto-rickshaws to provide the print-outs of fares to the passengers traveling from one position to other within the capital.
To justify the recovery of the investment made on the installation of the ordered equipment the bench said that the auto operators can levy 50 paise per kilometer on the passengers, as allowed by the Government.
Installation of Global Positioning System will help in tracking the position and movement of the auto-rickshaws. The GPS will also ensure that the auto-rickshaw operators are not overcharging the passenger via any wrong means, like by taking long routes to reach a particular location. Installation of the GPS system will also ensure the security of the passengers to the next level. 







State Bird of Delhi: ‘House Sparrow’
The House Sparrow has been endorsed as state bird of Delhi by the state government. State government is concerned
about the conservation of the bird and announced the decision after initiating a campaign Rise for the Sparrows. The
campaign is aimed at conserving the endangered species.
