The Southern Bench of the National Green Tribunal (NGT), the first permanent Zonal
bench, became operational in Chennai. It would cover four southern States and the
Union Territories of Puducherry and Lakshadweep.The guiding principles of the
Bench would be sustainable development, precautionary principle and the ‘polluters
pay’ concept. Of the over 400 cases filed and 250 cases disposed of by the
Principal Bench in New Delhi, the cases from the southern zone were dominant,
which could be due to high level of awareness. Already, environment-related cases
in the Green Benches of the High Courts of the southern States were being
transferred to the NGT’s southern zonal branch. NGT has got original and appellate
jurisdiction on matters pertaining to seven Acts related to water, air, forest
conservation, environment protection and biological diversity.

Centre criticized for reducing CST compensation to states
Tamil Nadu Chief Minister Jayalalitha criticized the Central Govt for cutting down CST (Central Sales Tax) compensation
to states by linking it with VAT rate revision. In her letter to the PM Dr.
Manmohan Singh, she held that whilst the Centre had accorded to compensate
states for the revenue loss for 2010-11 also, the entitled compensation was
indiscriminately restricted. She also held that this was done by deducting additional revenue realised via revision of
VAT rate from 4% to 5%. Previously, West Bengal Chief Minister Mamata Banerjee had also made alike protestation.

Integrated Vaccine Complex to come up in Tamil Nadu
The Centre proposes to set up an integrated vaccine production park in the country. It will be located at Chengalpattu
in Kanchipuram district of Tamil Nadu. To be known as Integrated Vaccine Complex, it will produce and supply vaccines
for the Universal Immunization Programme in the country. The proposed complex will manufacture drugs for measles,
Hepatitis B, anti-Rabies and Japanese Encephalitis besides BCG vaccine.
The Health Minister Ghulam Nabi Azad held that the funds for the project will be allotted after approval from the
Competent Authority and the project is expected to be operational three years after the allocation of funds.

CAG pulls Karnataka Govt over the e-Ration card project
The Comptroller of Auditor General (CAG) has pulled up the Karnataka
government for confiding to a private company the all-inclusive computerisation
project to digitize the data collected via a house-to-house survey and issue
computerised ration cards to the eligible families.
What is the problem?
 The private company after receiving a payment of Rs 54.23 Crore has closed its operation without transferring
any of the assets except the database of ration cards.
The Department of Food, Civil Supplies and Consumer Affairs selected a partner in March 2006 under the Build,
Operate and Transfer (BOT) model of public-private-partnership (PPP) through a bidding process to implement the
project over a period of five and a half years.
The CAG has observed that:-
 Decision on PPP was not taken after due diligence.
 Selection of the private partner and the qualifying procedures were flawed
 The oversight over implementation of computerization was so defective that the partner persistently bypassed
the contracted procedures and carried on with the work in a totally uncontrolled environment.
This all resulted in selection of the partner who did not have the capacity to deliver and also in an unnatural rise in the
number of ration cards including those for the families BPL (Below Poverty Line).

The ‘Iron Lady of Manipur’ Irom Chanu Sharmila.

Ms Sharmila has been on a hunger strike since 2000. She completed 12 years of her fast. She has been demanding repeal of Armed Forces Special Power Act (AFSPA) which the human rights activists hold as a draconian law.

Sharmila, a civil rights activist, began her hunger strike after the death of 10 people in an alleged encounter with the Assam Rifles at Malom valley in Imphal on November 2, 2000. At present, she is in judicial custody where she is forcibly fed through her nose.

Uttarakhand (scored 0.8123) topped the list of best-performing States and Union territories in terms of environmental performance. As per the Environmental Performance Index (EPI) released by Planning Commission:

· Uttarakhand is followed by Himachal Pradesh (0.7316), Chandigarh (0.7270), Sikkim (0.7149), and Andhra Pradesh (0.7147).

· Best states in terms of air quality: Mizoram, Kerala, Goa, Sikkim, Tripura, Puducherry and Andaman and Nicobar (all with average score of 1)

· Paradoxically, except for Uttarakhand, all the States meet the prescribed national ambient air quality standard in respect of the sulphur dioxide of 20 micrograms per cubic metre.

· More than 10 States do not meet the national standard of 30 microgram per cubic metre for Nitrogen dioxide.

· Except for Goa, Kerala, and Mizoram, no State meets the 60 microgram per cubic metre national standard for particulate matter.

· Himachal Pradesh is the only state with 100 % sewage treatment capacity, in the remaining States it ranges from 0 (13 States) to less than 20 % (8 States) and more than 50 per cent in 4 States.

· Total fecal coliform count is as much as 92 % in most of the States.

· States leading in forest conservation and expansion of green cover are Chandigarh, Sikkim, Arunachal Pradesh, Uttarakhand and Madhya Pradesh.

Environmental well-being is one of the considerations for transfer of funds to the States under the Gadgil formula.

Maharashtra: Draft law widens women rights in husband’s property
Matrimonial Property (Rights of Women upon Marriage) bill – 2012’s first draft, prepared by Maharashtra
Government’s Women and Child Development department aims to give women rights of an equal partner in husband’s
property. As per the the draft Bill matrimonial property comprised both movable and immovable items, including
husband’s share of joint family’s land or business. It also includes provident fund, gratuity amount.
The present matrimonial laws do not recognise non- economic contribution of the wife to the household and she is
entitled to only maintenance if the marriage breaks down. The draft also introduces a concept where consent of the
wife will be required for taking any decision for selling or borrowing with regard to the property. Dealings without her
written consent will be deemed null and void. The draft law, however, excludes inherited property or share in the
Hindu Undivided Family, husband’s personal insurance money, and his personal effects such as jewellery, etc from the
matrimonial property.

NFC, Hyderabad becomes 4th company in the world to produce UNS
NO: 8800 U tubes for nuclear plants
The Nuclear Fuel Complex (NFC), Hyderabad, successfully manufactured critical tubes
required for steam generators of nuclear power plants. Thus, with this India joined a select
band of nations as at present only 3 companies in the world are producing the UNS NO: 8800
U tubes with NFC becoming the 4th company.
The Incoloy-nickel tubes (UNS No: 8800 U tubes) are useful for steam generators in nuclear power plants.
With this development of indigenous designing and manufacturing of tubes for steam generators, India has achieved
complete indigenisation of making steam generators.
The NFCs flagged off its first consignment of indigenously developed Incoloy-nickel tubes (said to one of the most
critical component in steam generators for nuclear power plants), to Larsen & Toubro, which is manufacturing eight
steam generators for Kakrapara (3 and 4 units) and Rajasthan (7 and 8 units) nuclear power plants being set up by the
Nuclear Power Corporation of India Limited (NPCIL).
NFC and L &T have signed a Memorandum of Understanding for long-term manufacture and supply of SG tubes,
establishing the complete supply chain for the tubes.
These tubes which form the most important component in heat exchange, were also being imported.

Odisha: First state in India to roll out e-FMS for paying wages to MGNREGA workers
• As a first state in the country to do so, Odisha has rolled out the Electronic Fund Management System (e-
FMS) throughout the State for paying wages to MGNREGA workers having Bank Accounts.
• It aims to reduce the delay in wage payment to MANAREGA workers and also usher in transparency.
• Under e-FMS, the wage paying authority at the Gram Panchayat and Block level and the Line Department
will generate Fund Transfer Order (FTO) out of e-Muster Roll and electronically pass the FTO through
different servers to land finally on the accounts of the beneficiaries located in different banks.

Orissa slaps a penalty of Rs 23,904 crore on ‘errant miners’

The Orissa steel and mines department has imposed a penalty of Rs 23,904 crore on 27 miners in the mining circle of the mineral-rich Keonjhar district for extraction of ore beyond the permissible limits.

Companies which have been slapped with penalties include Tata Steel, Aditya Birla-owned Essel Mining and the state-owned Orissa Mining Corporation.

Tata Steel has been asked to pay Rs 6,265 crore. Others who have been charged are Essel Mining (Rs 4,530 crore), RP Sao (Rs 3,872 crore), Sarada Mines (Rs 2,845 crore), KJS Ahluwalia (Rs 2,022 crore), Serajuddin & Co (Rs 1,983 crore).

Odisha Govt slaps a fine of Rs 6,000 crore on Tata Steel for illegal and excess mining

The Odisha government is believed to have slapped a fine of about Rs 6,000 crore on Tata Steel for its alleged involvement in ‘illegal and excess mining’ at its captive mines. Deputy Director of Mines (DDM) of Joda mining circle has slapped the fine.

Tata Steel has captive iron ore mines in Odisha’s Joda and Katamati. in addition, it also has manganese mines and dolomite quarries in the state. All the material is at present used for Tata’s steel-making plant at Jamshedpur, which is about 150 kms away from the mining sites.

Odisha accounts for a third of country’s iron ore – a vital steel making raw material – production. Recently, Odisha has also witnessed quite a few controversies on illegal mining and at present a Centre-appointedJustice M B Shah Commission is probing the cases of illegal mining in Odisha.

energy as part of its initiative to use clean energy for its day-to-day operations in
various segments. A 30 KW solar power facility will be soon installed at the temple
under an initiative of the Odisha Renewable Energy Development Authority
(OREDA) to shift to cleaner energy at sites of importance. The Kolkata-based
Vikram Solar, a solar module manufacturing company, will set up the plant.The
successful implementation of this project would reduce the historic temple’s
dependence on grid power during the daytime as it would use power generated from
the solar photovoltaic (SPV) units for its self consumption. As per the agreement,
Vikram Solar will extend comprehensive service support to the temple management
committee for the next 15 years. The company will be fully responsible for supplying
the solar photovoltaic modules and other associated equipment, including
installation and commissioning of the facility.

Centre introduces Mineral Resource Rent Tax (MRRT).
CM Naveen Patnaik has been demanding introduction of MRRT on windfall gains made by the miners to
ensure that the super normal profits earned from mining activities do not get accumulated in the hands of few
merchant miners and for this the CM has has written to Union minister of state for mines Dinsha Patel in order to seek
an intervention of PM for levy of MRRT on miners.

Allahabad HC bans reporting on troop movement
The Lucknow Bench of Allahabad High Court has directed the Centre and Uttar Pradesh government

Chief Minister of Haryana, Bhupinder Singh Hooda on 2 October 2012 flagged off the first trial run of Rapid Metro in Gurgaon. On this day, he also laid down the foundation stone of the seven kilometers long phase-II metro project.

The rapid metro in its first phase was tested between two stations DLF Phase II and Phase III U Block. It is a Rs 1,088 Crore project and is expected to be completed by March 2013.

New awards for safe motherhood in Haryana: “Surakshit Maa” and
“Swastha Maa”
In order to promote institutional deliveries and create awareness and “responsibility towards health”
in pregnant women, the Haryana Government is introducing two awards from the next financial year:-
“Surakshit Maa”:- Under this scheme, women who report for ante-natal registration in the first
trimester would become eligible to be registered for a lottery draw every month in the sub-centre. 3
women would be selected for a prize of Rs.300 and they would be given utility items like utensils, containers or food
items like 1 kilogram of desi ghee.
“Swasth Maa”:- Under this scheme, ante-natal women would be screened during 9 months (36 weeks of pregnancy)
for fulfilling certain criteria. There would be a bumper draw every month at the concerned Primary Health Centre.
Rs.81.50 lakh had been set aside for execution of the 2 schemes during 2012-13 in 4 districts — Mewat, Palwal, Jhajjar

Haryana changes Makan Anudaan Yojna’s name to ‘Baba Saheb
Ambedkar Makaan Yojna’
On the occasion of 121st birth anniversary of Baba Saheb Dr Bhim Rao Ambedkar, the Haryana Govt changed the name
of ‘Makan Anudaan Yojna’ to ‘Baba Saheb Ambedkar Makaan Yojna’.
Under this scheme 50,000 rupees have been given to the Scheduled Castes and liberated and Tapriwas tribes.

Haryana government on 18 September 2012 instituted four state-level awards to felicitate women who have done outstanding work in different fields. Three of the awards include Indira Gandhi Mahila Shakti Award, Kalpna Chawla Shaurya Award and Bahin Shano Devi Panchayti Raj Award. The fourth award comprises of two awards,Life time Achievers Award and Women Outstanding Achievers Award. These awards would come into effect from the current financial year 2012-13.

Indira Gandhi Mahila Shakti Award, would be given to the women who has done exemplary work in rehabilitation of destitute women and children, widows, victims of atrocities and conflict disabled women and children, aged women.

It would also be given to those engaged in promoting self help groups or women empowerment initiatives, established their own business or industry and have contributed to development of women besides entrepreneurship and done exemplary work in public service. Kalpna Chawla Shaurya Award named after astronaut Kalpna Chawla, would be given to those who perform acts of bravery and meritorious services. The award would carry a cash prize of 51000 rupees and a citation.

Bahin Shanno Devi Panchayati Raj Award named after the first women Speaker in Haryana had been instituted for encouraging the emergence of women in the public sphere in the village of Haryana. This award would be given to woman Panchayat leader who have done exemplary work in promoting female literacy, health and nutrition, universalisation of education, sanitation, water, hygiene and other health determinants, he said. It would carry cash prize of 51000 rupees and a citation.

Life Time Achievement Award would given to woman of 60 years of age or above, who has excelled in administrative skills, career or profession, leadership quality, courage and creative work. It would carry a cash prize of Rs 21,000 and a citation and a shawl, he said.

Women Outstanding Achievers Award would be given to the women who have done exemplary achievements and outstanding work in their respective fields. The awards will be presented annually to such women who have done commendable work in their respective fields. A memorandum of understanding (MoU) has been signed between Steel Authority of
India (SAIL) and the Chhattisgarh Mineral Development Corporation (CMDC) for
developing Eklama iron ore mine in Kabirdham district.A SAIL release said that the
impact of the economic development would soon be felt by the population of
Kabirdham and Rajnangaon districts. Recently discovered Eklama iron ore complex
has high-grade hematitic iron ore in substantial quantity and can support steel plants
independently. SAIL will now undertake developmental and welfare activities for
overall development of the neighbouring areas of Kabirdham and Rajnandgaon
districts, including the laying of railway line for connecting the mine area to the
Howrah-Mumbai main railway line. The MoU also states that SAIL shall undertake
establishment of ore processing and beneficiation plants along with the construction
of road between Sahaspur-Lohara and Eklama. With this a total investment of
around Rs.3000 crore will be coming to the region which will propel growth and
development of the area

Chhattisgarh tribals denied sterilisation facilities for three decades

Primitive Tribal Groups (PTGs) have been denied of sterilization facilities for three decades. It was happening due to misinterpretation of an order issued in 1979 by the then Madhya Pradesh government during the period when targets were set to attain population control.

• However, 26 blocks were exempted from this, which had a high population of PTGs, now re-named Particularly Vulnerable Tribal Groups (PVTGs), as the infant mortality rate was very high in the tribal areas and their numbers were fast declining. These groups are Behor, Pahari Korvas, Abhujmadias, Kamar and Baiga.

While the order held that an exception should be made for tribal communities whose population was either stagnant or was decreasing and that they should have access to other contraceptives if they required, it was understood as a blanket ban on sterilizations for these groups and has been implemented as such since then

Jabalpur. Rural women will be given IT training while maximum number of

good governance can be ensured at the lowest level

Madhya Pradesh Gau- Vansh Vadh Pratishedh (Sansodhan) Vidheyak(Madhya Pradesh prohibition of slaughter of cow-progeny (amendment) Bill was approved by the President on 22 December 2011. Under the amendment act, the onus would be on the accused to prove prosecution wrong if found guilty in a cow slaughter case.

 The guilty person would be liable for 7 years imprisonment, instead of the present 3 years. He will also have to pay a minimum fine of 5000 rupees.

The MP state government had passed the amendment Bill in 2010 in the assembly to boost the existing cow slaughter prohibition Act (Madhya Pradesh Gauvansh Pratishedh Adhiniyam 2004). The bill was forwarded to the Union Home Ministry on 3 September 2010. The bill received the Presidential assent following the approval of Indian Parliament.

Disposal of Bhopal toxic waste approved
The government sanctioned removal of about 350 metric tonnes of Union Carbide toxic waste in Bhopal. The sanction
was given subsequent to commendations from a Group of Ministers (GoM) on the Bhopal Gas
tragedy chaired by Home Minister P C Chidambaram.
As per the proposal, the Central Govt will pay Rs 25 crore towards the cost of airlifting the
waste, to be carried out by German agency-GIZ IS. The waste is projected to be moved out within a year.
Approximately 346 mt toxic waste is lying within the site of the former M/s Union Carbide India Ltd (UCIL) at Bhopal.
The worst-ever industrial disaster had taken place at the Union Carbide plant on the intervening night of December 2-
3, 1984.

Madhya Pradesh: Government abolishes Sugar Licensing and Control Order
MP Government has abolished the Sugar Licensing and Control Order in the state. MP Govt also made it clear in its
notification that abolition of the Control order will not affect any action or decision taken on it under the order in the
past.
The step comes as a result of the Centre not extending the validity period of the order pertaining to control over sugar.
Via its notification issued in July 2009, the Central Govt had asked the State Govt of Madhya Pradesh to implement a
Licensing System for limiting the stocks of wholesale sugar traders following which the Madhya Pradesh Sugar Traders
Licensing and Control Order 2009 was applied.
Since November 30, 2011, the Central Govt did not extend the validity period of this order and thus the Control and
Licensing System was abolished.





Rs 1,900 Crore for Panch Parmeshwar Yojana
Rs 1,900 crore have been sanction in Madhya Pradesh for the “Panch Parmeshwar Yojana” in
2012-13. This means an increase of Rs 500 Crore in comparison to current fiscal.
Under the scheme, gram panchayats are being provided Rs 2-15 lakh on the basis of
population.
District and village panchayats will be respectively allocated Rs 50 lakh and Rs 25 lakh
annually separately for expenditure.

claimed to have found traces of a paleo-river.  1.A paleo-channel or paleo-river is an inactive river or water stream
buried under sediment. 2.The current course of river Narmada is about 10 km from
the site of the paleo-river, parallel to it. 3.Further exploration may throw light on the

Shimla Municipal Corporation on 15 September 2012 introduced Green Tax on Shimla entry of vehicles not registered in Himachal Pradesh. The Corporation Commissioner M.P. Sood stated that the vehicles crossing the entry points of the town will have to pay the imposed tax. The tax will be imposed on automobiles on both commercial and non-commercial category.

By imposing the tax, the corporation will increase its revenue by Rs 6 crore per year. The taxes will be charged on the four entry points of the city namely, Totu, Tara Devi, Dhalli and Mahali.

Tax imposed as per the category of vehicles:

1. Two wheelers- Rs 100 per entry
2. Car- Rs 200 per entry
3. Utility Vehicles- Rs300 per entry
4. Bus/truck- Rs 500 per entry

Himachal Pradesh: Government signs loan agreement with ADB
• Recently the Himachal Pradesh Power Corporation and the Asian Development Bank signed a loan
agreement of US $ 315 million for executing the 450-MW Shongtong Karcham Hydro Electric Project.
• The project is expected to be commissioned by 2017.

The West Bengal government and the Israel Embassy have joined hands to make
provisions for Christians from the State to go on a pilgrimage to places associated
with the life of Jesus Christ.The pilgrimage is usually undertaken during the time of
Lent (the 40 days of fasting that precede the Last Supper), but the authorities have
managed to organise it for this time of the year.The State government and the Israel
Embassy have made visa and travel arrangements for 200 pilgrims. A private airline
will fly 50 passengers a special direct flight from Kolkata to Amman in Jordan every

India’s second financial hub to come up in Kolkata
The foundation stone of a financial hub at Rajarhat on the outskirts of Kolkata were laid by CM of West Bengal Mamta
Bannerjee.
It is the second such hub in India after Bandra Kurla in Mumbai.
Terming the project as Global Eye, Ms Banerjee held that this project will attract huge investment and will create huge
employment opportunities as it has a potential to generate 20,0000 jobs. She also held that it will become an iconic
project like WalMart and London Eye. The International Financial Hub at New Town, Kolkata will be a cluster not only
for banks but also other financial institutions and financial service players to allow for economics of scale for carrying
out diverse financial activities including banking, insurance and mutual funds and off shore banking. The financial hub
will be a part of the India’s ‘Look East’ policy and pivots on the concept that Kolkata is the eastern gateway of India
and links India to South-East Asia.





West Bengal govt to come up with biometric cards for
NREGA beneficiaries
West Bengal government to introduce bio-metric job cards to the National Rural Employment Guarantee Act (NREGA)
beneficiaries to facilitate early payment for jobs done by them. The cards would enable the beneficiaries to get their
payments on a daily basis instead of the long waiting period stretching often up to a month. The Mamata Banerjee-led
state government aimed to provide up to 50 days’ job under the Employment Guarantee programme.




Corroding Howrah bridge to get a Fiber glass makeover
Howrah Bridge- The busiest cantilever bridge in the world connecting the twin cities of Kolkata and Howrah, set to
undergo a major makeover and maintenance. The Kolkata Port trust (KoPT) — which is in charge of the bridge, is likely
to spend more than Rs 20 lakh for this maintenance. KoPT is inviting bids for installing fibre glass casing on the 74
columns of the bridge hanger base to protect it from human spitting. A similar effort was made in 2004 also when
KoPT spend about Rs 65 lakh to repaint the bridge with two coats of aluminium paint, to combat corrosion happened
due to bird droppings.
 For the mean time, the authorities have started painting primer Zinc Chromate which is in Yellow color as a
temporary measure.
Why the Bridge needs a make-over?
 The bridge requires a makeover as it faces threat of corrosion.
 Major factors of the corrosion are: Urinating, Human Spitting and Bird Droppings. To a minor extent, salt
content in air also.
 As per a recent report, spitting had reduced the thickness of steel hoods covering the pillars from 6 mm to less
than 3 mm since 2007.

West Bengal to modify agricultural marketing act
The West Bengal government is preparing a draft to amend the Agriculture Produce Marketing Committee (APMC)
Act in line with a ‘Model Act’ of the central government, but it will not go after the centre’s advice on adopting
contract farming. The state is not getting the grants to the tune of Rs 500 crore for not amending the act. The WB govt
is interested in PPP model for development of ‘mandis‘ and ‘cold chains’ in the state, but it would not allow private
players to set up ‘mandis’.
